Dr. Mahmud Rajabalee

As Chief of the Department of Medicine, Dr. Rajabalee organizes and oversees the medical care of the Department of Internal Medicine. As Co-Medical Director he manages the Medicine Program in conjunction with the Administrative Director.
As a foreign-trained internist his most recent Residency was completed at University of Toronto Affiliated Hospitals in 2009 in Internal Medicine. Dr. Rajabalee has been a part of Chatham-Kent for more than 7 years as one of CKHA’s Internists. Dr. Rajabalee is fluent in three different languages: English, Creoles and French.
Dr. Zeke Milkovic
Chief and Program Medical Director of Family Medicine

The Chief and Medical Director of the Department of Family Medicine organizes and oversees the medical care of the Department of Family Medicine and manages the medical care in conjunction with the Administrative Director.
Dr. Milkovic holds over 25 years of patient care experience in the community and at Chatham-Kent Health Alliance. He also brings leadership experience to the position. He is an Adjunct Professor in the Department of Family Medicine at the Schulich School of Medicine and Dentistry, Western University.
Dr. Milkovic believes in creating a seamless patient experience between hospital-based and community-based care. He also encourages and supports family physicians to provide comprehensive care for their patients through hospital involvement.
Dr. James Paintsil
Chief of Anaesthesia and Co-Medical Director of the Surgical Program

As Chief of Anaesthesia and Co-Medical director of the Surgical Program, Dr. Paintsil brings extensive training and experience in anaesthesia, intensive care and pain management spanning four countries in three continents. In his role he oversees the medical care of the Department of Anaesthesia Physicians and as Co-Medical Director of the Surgical Program, will manage the care of the department in conjunction with the Chief of Surgery/Co-Medical Director of the Surgical Program.
Dr. Paintsil received his medical degree and intercalated BSc from University of Ghana Medical School, Accra, Ghana in 1992. He has had further training at the Central London School of Anaesthesia in London, U.K. and has received his Master of Science in Clinical Management of Pain (MSc) from the University of Edinburgh, U.K.
Dr. Paintsil is currently an Adjunct Professor in Anaesthesia through University of Western Ontario, Schulich School of Medicine and Dentistry.
Dr. Charles P. Hamm
Chief of Surgery and Co-Medical Director of the Surgical Program/Chief of Obstetrics/Gynaecology and Co-Medical Director of the Women and Children’s Program

As Chief and Co-Medical Director of the Department of Surgery, Dr. Hamm is responsible for organizing and overseeing the medical care of the Department of Surgery Physicians as well as the medical care of the Surgical Program in conjunction with the Chief of Anaesthesia and the Administrative Director. As the Chief of Obstetrics, Dr. Hamm organizes and oversees the medical care of the Obstetrics and Gynaecology Physicians, as well as managing the medical care of the Women and Children’s Program in conjunction with the Chief of Paediatrics and the Administrative Director.
Dr. Hamm completed his Residency training at Dalhousie University and practiced in Kentville, Nova Scotia for nine years before moving to Ontario. He was the Section Chair and Chief, as well as a board member, for Doctors of Nova Scotia. Dr. Hamm has practiced as a full-time Obstetrician/Gynaecologist in CKHA’s Women and Children’s Program since 2016. His specializations include pelvic floor reconstruction, infertility, and minimally invasive gynaecologic surgery including operative hysteroscopy and urogynaecology.
Dr. Wendy Edwards
Chief of Paediatrics and Co-Medical Director of the Women & Children’s Program

Dr. Edwards, as Chief of Paediatrics & Co-Medical Director of the Women and Children’s Program, is responsible for ensuring the delivery of high-quality care in the Paediatrics, as well as the Women & Children’s Program in accordance with professional standards, bylaws, rules and regulations.
Dr. Edwards has worked as a consultant Paediatrician in Chatham-Kent since 1997. With a background in Nursing, Dr. Edwards graduated with her medical degree in 1993 and completed her Paediatric Residency in 1997 from the University of Toronto.
Dr. Reda Saad
Chief and Program Medical Director of Laboratory Services

As Chief of the Laboratory Services, Dr. Saad is responsible for organizing and overseeing the medical care of the Department of Laboratory Services as well as managing the care in conjunction with the Administrative Director.
Dr. Saad earned his doctorate degree in Basic Medical Services in Pathology (PHd) in 1998. He is currently an Adjunct Professor of Pathology through University of Western Ontario, Schulich School of Medicine and Dentistry.
Dr. Saad has clinical practice interests in general surgical pathology, cytopathology, laboratory quality management and increased patient safety.
Dr. Dele Oyebode
Chief of Psychiatry and Program Medical Director of Mental Health and Addictions Program

As Chief of Psychiatry and Program Medical Director of the Mental Health and Addictions Program, Dr. Dele Oyebode is responsible for ensuring the delivery of high-quality care in Psychiatry and the Mental Health and Addictions Program. He manages the medical care of the Mental Health and Addictions Program in conjunction with the Administrative Director.
Dr. Oyebode earned his MRCPsych from the University College Dublin, Ireland in 2006. He became a Fellow of the Royal College of Physicians and Surgeons of Canada in 2010. Dr. Oyebode comes to CKHA with a breadth of experience in medical leadership as he has previously held the roles of Chief Psychiatrist and Maternal Mental Health Program Director at Weyburn Saskatchewan Health Authority. Dr. Oyebode has a strong passion for education, which is shown in his own continued learning but also in his desire for teaching medical students and postgraduate trainees.
Dr. Stacey Speer
Chief and Program Medical Director of Diagnostic Imaging

As Chief and Medical Director Dr. Speer is responsible for organizing and overseeing the medical care of the Department of Diagnostic Imaging, as well as managing the care in conjunction with the Administrative Director.
Dr. Stacey Speer began her medical training in nursing at Confederation College and Lakehead University. She then proceeded to get her Masters of Nursing at Athabasca and her Doctorate of Philosophy in Nursing from Western University. She received her Doctor of Medicine from McMaster University in May of 2013 and completed her residency in Diagnostic Radiology at Western University. Dr. Speer joined CKHA’s department of Radiology in 2021.
